Objective[/color]
The league will be salary and contract based for both the on the field team as well as minor league system. Our league championship will be based around a combination scoring of Head to Head and Rotisserie style. The reasoning for such is because in H2H one bad week can screw over your entire season and in roto while things usually average out it can be boring. Our objective is to provide a competitive, deep, creative, and most importantly fun fantasy league.
Settings[/color]
16 Teams
The scoring type will be Head to Head with Rotisserie determining final standings.
Standings[/color]
Standings will be tallied in a Win-Loss-Tie format. If you win 8-4-0 your first week, you will be 1-0-0.
Championship[/color]
Winning the league will be based off a combination score of H2H and rotisserie scoring. Points will be rewarded to the ranking of a team in the scoring styles final ranking. The point breakdown is such:
1st= 80 points
2nd= 75 points
3rd= 70 points
4th= 65 points
5th= 60 points
6th= 55 points
7th= 50 points
8th= 45 points
9th= 40 points
10th= 35 points
11th= 30 points
12th= 25 points
13th= 20 points
14th= 15 points
15th= 10 points
16th= 5 points
Then the to point scores will be added up to determine the league champion.
For example, if Team X has the best record in H2H, they're rewarded 80 points and in roto they had the 4th highest score, they'd be rewarded 65 points, and they're final point score would be 145.
Tie-Breaker[/color]
In the event of a tie the teams tied will have their total category wins tallied to break the tie.

We will use 25 man MLB rosters, these will be:

There are unlimited Disabled List spots.
Minor League rosters will have no personnel limit, but will have a special salary cap stipulation, explained below.
An Inactive List will be implemented, which will consist of 2 spots. Players on the inactive list will not count towards roster limits or stats or can be claimed by other teams. Any player can be put on here; however players on this list will still be paid their current salary and years.
Player Eligibility[/color]
Players are required to be signed to a professional contract by an MLB team before they can be signed as a free agent.
Stats[/color]
R, HR, RBI, OPS, Net SB, K...QS, ERA, WHIP, K, SV, HLD
Minimum Innings Pitched[/color]
The weekly minimum innings pitched will be 40 innings. This is an attempt to prevent inactivity. If the weekly minimum IP is not met, the slacking team forfeits ERA and WHIP.
Trading Deadline[/color]
The 2nd Sunday of August will be our trade deadline each season.
Salary Cap[/color]
The MLB will use a soft $105 cap, meaning that cash can be used in trade.
This means that if Team A trades for $6 from Team B, Team A will have a salary cap of $111 and Team B will have a cap of $99. At the end of the season, Team B's salary cap will revert back to the original $105 to begin the next season.
There is no minor league roster limit and no minor league salary cap, however, there is a Minor League Luxury Tax Limit. You may spend $35 in minor league money with no penalty, but for every 3 additional dollars spent over the $35, you will pay $1 of MLB salary.
Minor League Eligibility[/color]
A minor leaguer will be defined as any player with less than 200 MLB AB's, 100 IP or 45 Games Pitched.
Players will not be allowed to be sent down if they exceed these requirements.
Trade Stipulations[/color]
Any Players to be named in a trade must remain on the roster of the teams involved until the period specified in the trade expires and the transaction becomes complete.
Trade Veto System[/color]
Each owner will have the ability to challenge one trade for the year. To challenge a trade, the owner must post his reason for the challenge in the trade's thread. Once a challenge has been made, the trade will be made into a poll and voted upon by the league. Each team of the vetoed trade must make a defense for the trade on their end. When voting, each owner must post a valid reasoning for their vote. When posting the reason for your challenge or vote, you must put some thought into it. The teams being vetoed cannot vote. Once the votes have reached 8 votes one way or the other, the decision will be carried out.
In the event of a tie, the 3 Commissioners will vote, their decision being final. If a trade involves one or more commissioners, the one(s) who are not involved will make the final decision.
Challenges must be made no more than 24 hours after the trade is accepted. Once 24 hours have passed and no challenge has been made, the trade is final.
Use your challenges wisely; there is no challenge roll-overs.
Draft[/color]
The draft will be held in an offline serpentine style on a date to be determined. Draft order will be determined randomly from this site: www.fftoolbox.com/draft_order_generator.cfm . Teams will be given 12 hours to make a selection. If a team does not pick within 12 hours, their pick will be skipped and the following team will be on the clock. If a pick is skipped, the team must make a pick A.S.A.P. the pick is not forfeited, rather the team will have a lesser pool of players to select from.
If a team feels they may have difficulty making their pick on time, contact one of the three commissioners with a list of as many players you feel necessary in the order you wish them and we’ll handle it when your pick time has come. Include if you’d like us to draft the best available player if by chance the players you listed are gone by the time your pick rolls around, if you choose not, the pick will be skipped and the draft will continue. If a team has three consecutive skipped picks, the team will begin being auto-drafted. If a team is skipped more than 5 times in the draft, the owner will be subject to being replaced.
Minor League players will NOT be eligible for the Major League Portion of the draft, meaning all players drafted must exceed 200 MLB AB's, 100 IP or 45 Games Pitched, the only exceptions will be international players that have received a contract.
If a team picks a player that does not exceed these requirements, their pick will be invalid, and must pick again, however the following team will now be on the clock.

When determining rankings make sure you are in the correct label (Batters, Starting Pitchers, Relief Pitchers), if not, the ranking will not be correct. When a team is picking the team must select a player, post that player, salary, and post their current budget.

During free agency teams may sign the expired contracts under normal circumstances or release the player back into the free agency pool. Minor League Draft[/color]
The Minor League portion of the draft will take place after the first 25 rounds. The criteria for eligibility will be defined as any player with less than 200 MLB AB's, 100 IP or 45 Games Pitched, if a player does not match these, that player is not considered a minor leaguer and not eligible for draft.
There will be a maximum of 30 rounds, a team will not be required to pick in all 30. A team must at least accumulate $30 in minor league worth of prospects. After the $30 mark, teams may continue to participate if they so choose, but will not be required.
If a team does not wish continue in the draft, the team must state they are done and will not receive any further picks, there is no re-entering. Remember after $35 every $3 of minor league cash will count $1 to a team’s overall cap. We will be using this site www.scoutingbook.com/prospects/ as the template for our prospect rankings. As with the Major League draft, money values will be determined by rankings, use the chart below. Because our rookie legibility differs from Major League Baseball (fewer than 130 at bats or 50 innings pitched in the majors, or 45 days on the active rosters of major league clubs (excluding time on the disabled list or any time after rosters are expanded on September 1), in their previous seasons)), you may find players “No Longer Ranked”.
For example, in 2011 Alex White pitched 51.1 IP and is no longer considered a rookie by MLB's standards, but would be treated as such here under the terms below.
If this becomes the case teams are still able to draft these players but their assigned money value will be $4 and will not be able to exceed 3 years, however they will be allowed to be on Minor League Rosters. This applies to both hitters and pitchers.

Free Agency[/color]
Free agency will be held in an auction style in the designated thread. A team will make a post on a player and an initial bid, after this all teams are allowed to outbid on the players. Teams will bid on players using money and years to outbid other teams till one team wins the player. A winning bid is one that has not been outbid in 24 hours. A minimum bid must be $1 and one year. There will be no retracting of bids, if a team wins the bid, the team must add the player to his roster. Teams cannot make bids that would put them over cap. MLB players cannot be tendered a contract more than 3 years, MiLB players 5 years.
The bidding process will work like this $1 = 1.5 points and 1 year = 2.5 points, teams bid back and forth having to one up another till one would have the highest point total.
For instance Team A bids $4/3 which is 13.5 the next bid could be $6/2 which would be 14. It is the same amount of money overall, however being spread out differently allows teams to be more flexible in the ways they spend their money.
There will be no required minimum contract length. At the end of a contract, the player can either become a free agent or be re-signed.
Free Agency will NOT begin until all rounds of both the Major League and Minor League draft have been concluded.
Option Years[/color]
When signing or re-signing a player (with the exception of the draft) teams will be allowed to add a 1 year option at the end of a deal. The option must be declared at the date of signing otherwise is invalid. Option years are NOT a part of the free agency point system. Option years can be picked up at the team's discretion. A team will be limited to giving out or having 5 option eligible players per year. Options can only be used for Major League players.
The option year's salary would be calculated by dividing the original salary by 3 (raise or lower to nearest dollar figure) and adding that total to the final option year.
Option years are available to both free agents and re-signs.
For example, if a team wins a bid of $7/2, the option year would be $9/1.
At the end of an option year, the player is treated as a typical expired contract, either re-signed or becomes a free agent.
Waivers[/color]
Any player can be placed on waivers at anytime. Teams will make a post in their individual team’s thread, stating so and so is on waivers. Once on waivers a player may be claimed at any time by any team, assigning the contract and the player to the claiming team. Players are able to be retracted at anytime.
Buyouts[/color]
Teams are allowed to buyout contracts if they so choose, in order to do so, teams must buy out the remainder of the contract. For instance, if a team had a player signed to an $8/3 contract, the team would be able to buy the player out for $24 on the year and release him into free agency.
First Year Player Draft[/color]
After MLB’s trade deadline (July 31st), we will conduct a First Year Player Draft ourselves. The pick order will be in reverse standings of the previous year and for 2013 the reverse order of the original draft order. Only players selected in MLB’s FYPD will be eligible to be drafted. The draft will consist of 5 rounds. Players’ salaries will be based on what round they were selected in MLB’s FYPD.

To avoid teams dismissing the draft and stocking up on prospects after the draft. There will be a limit and penalty for prospects a team is allowed to sign after the draft till the end of the season. Tank Rule[/color]
You must fill your lineup every week on ESPN. Every offensive position should be filled barring mass injury and every owner must make an attempt to prepare as well as possible for injury.
Each team must make the minimum IP (40 Innings) every week. If you fail to meet the IP limit, you'll automatically forfeit ERA and WHIP.
These are the minimum requirements we expect out of any owner.
League Gambling[/color]
Each team is allowed 1 bet involving players or money. Such a bet must be posted at least 1 week in advance. Any bet made must be sports related and relevant. Each person must agree to the bet 1 week in advance and the bet must be even. All bets must also be closely wagered. As soon as the terms of the bet are met all rosters must be updated ASAP.
League Activity[/color]
A league activity poll will be taken if it is felt activity is low. Teams will have 48 hours to respond. If a team does not respond, the team will be issued a warning. If there is no further response within a week, we will began searching for a new manager. If there is an instance where you will be absent for an extend period of time (vacation, emergency, etc.) please let us know and we will avoid any potential issues.

Teams will be allowed to trade picks, players, and money at any time if they so choose, but must always maintain 25 Major League picks and 30 Minor League picks.
The Major League (Rounds 1-25) and Minor League (Rounds 26-55) portion draft picks will be separate, meaning one cannot trade one for another, all deals must be even. An example of this is a team cannot trade a round 5 pick for a round 26, instead teams can make even trades such as a round 5 and 30 for a round 4 and 26.
In other words the number of picks traded must be even as well as have even picks traded to their respective drafts.
Players’ salaries will be determined by their ESPN Player Rater ranking last year; these rankings and salaries are below. When determining rankings make sure you are in the correct label (Batters, Starting Pitchers, Relief Pitchers), if not, the ranking will not be correct. When a team is picking the team must select a player, post that player, salary, and post their current budget.

Minimum Years[/color]

These are the minimum amount of years for a player, teams if they so choose can sign players for longer as long as it does not exceed 3 years. The only players that find exception to these are clause players explained below.

If a player missed an extended period of time due to injury and does not match: half a season, (81 games for an everyday positional player, 100 innings for a starter, 30 innings for a reliever or more), he player pre-injury will be judged on a scale of: $5 All Star (AS) or $3 Regular (R). The player will then receive a dollar figure given from the scale for which teams must sign at if they so choose to sign the player. This player also cannot be signed for more than one year. At the end of the year if the original team or another team chooses to sign the player, the base salary returns to $0 and will be treated as a normal free agent. During free agency teams may sign the expired contracts under normal circumstances or release the player back into the free agency pool. A player cannot be eligible under this clause for consecutive years. The following players below are the only players eligible for this rule:

Minor League Draft[/color]
The Minor League portion of the draft will take place after the first 25 rounds. The criteria for eligibility will be defined as any player with less than 200 MLB AB's, 100 IP or 45 Games Pitched, if a player does not match these, that player is not considered a minor leaguer and not eligible for draft.
There will be a maximum of 30 rounds, a team will not be required to pick in all 30. A team must at least accumulate $30 in minor league worth of prospects. After the $30 mark, teams may continue to participate if they so choose, but will not be required.
If a team does not wish continue in the draft, the team must state they are done and will not receive any further picks, there is no re-entering. Remember after $35 every $3 of minor league cash will count $1 to a team’s overall cap. We will be using this site www.scoutingbook.com/prospects/ as the template for our prospect rankings. As with the Major League draft, money values will be determined by rankings, use the chart below. Because our rookie legibility differs from Major League Baseball (fewer than 130 at bats or 50 innings pitched in the majors, or 45 days on the active rosters of major league clubs (excluding time on the disabled list or any time after rosters are expanded on September 1), in their previous seasons)), you may find players “No Longer Ranked”.
For example, in 2011 Alex White pitched 51.1 IP and is no longer considered a rookie by MLB's standards, but would be treated as such here under the terms below.
If this becomes the case teams are still able to draft these players but their assigned money value will be $4 and will not be able to exceed 3 years, however they will be allowed to be on Minor League Rosters. This applies to both hitters and pitchers.

Contract lengths will be determined by the team after drafting the player. Minor League contracts will not exceed 5 years.
Free agency will not begin until all 30 rounds have been completed or all teams are content with their minor league system.
Contract Depreciation[/color]

Free Agency[/color]
Free agency will be held in an auction style in the designated thread. A team will make a post on a player and an initial bid, after this all teams are allowed to outbid on the players. Teams will bid on players using money and years to outbid other teams till one team wins the player. A winning bid is one that has not been outbid in 24 hours. A minimum bid must be $1 and one year. There will be no retracting of bids, if a team wins the bid, the team must add the player to his roster. Teams cannot make bids that would put them over cap. MLB players cannot be tendered a contract more than 3 years, MiLB players 5 years.
The bidding process will work like this $1 = 1.5 points and 1 year = 2.5 points, teams bid back and forth having to one up another till one would have the highest point total.
For instance Team A bids $4/3 which is 13.5 the next bid could be $6/2 which would be 14. It is the same amount of money overall, however being spread out differently allows teams to be more flexible in the ways they spend their money.
There will be no required minimum contract length. At the end of a contract, the player can either become a free agent or be re-signed.
Free Agency will NOT begin until all rounds of both the Major League and Minor League draft have been concluded.
Option Years[/color]
When signing or re-signing a player (with the exception of the draft) teams will be allowed to add a 1 year option at the end of a deal. The option must be declared at the date of signing otherwise is invalid. Option years are NOT a part of the free agency point system. Option years can be picked up at the team's discretion. A team will be limited to giving out or having 5 option eligible players per year. Options can only be used for Major League players.
The option year's salary would be calculated by dividing the original salary by 3 (raise or lower to nearest dollar figure) and adding that total to the final option year.
Option years are available to both free agents and re-signs.
For example, if a team wins a bid of $7/2, the option year would be $9/1.
At the end of an option year, the player is treated as a typical expired contract, either re-signed or becomes a free agent.
Waivers[/color]
Any player can be placed on waivers at anytime. Teams will make a post in their individual team’s thread, stating so and so is on waivers. Once on waivers a player may be claimed at any time by any team, assigning the contract and the player to the claiming team. Players are able to be retracted at anytime.
Buyouts[/color]
Teams are allowed to buyout contracts if they so choose, in order to do so, teams must buy out the remainder of the contract. For instance, if a team had a player signed to an $8/3 contract, the team would be able to buy the player out for $24 on the year and release him into free agency.
First Year Player Draft[/color]
After MLB’s trade deadline (July 31st), we will conduct a First Year Player Draft ourselves. The pick order will be in reverse standings of the previous year and for 2013 the reverse order of the original draft order. Only players selected in MLB’s FYPD will be eligible to be drafted. The draft will consist of 5 rounds. Players’ salaries will be based on what round they were selected in MLB’s FYPD.

To avoid teams dismissing the draft and stocking up on prospects after the draft. There will be a limit and penalty for prospects a team is allowed to sign after the draft till the end of the season. Teams will be allowed to sign up to 3 prospects without penalty, after 3 is surpassed the team will begin to lose draft picks for next year.

Teams are not required to draft anyone if they so choose, picks are also able to be traded at anytime for other picks, players, and money.
*Note: While picks can be traded it can only be for the upcoming draft, teams cannot trade 2014 picks before the 2013 draft has concluded.
Tank Rule[/color]
You must fill your lineup every week on ESPN. Every offensive position should be filled barring mass injury and every owner must make an attempt to prepare as well as possible for injury.
Each team must make the minimum IP (40 Innings) every week. If you fail to meet the IP limit, you'll automatically forfeit ERA and WHIP.
These are the minimum requirements we expect out of any owner.
League Gambling[/color]
Each team is allowed 1 bet involving players or money. Such a bet must be posted at least 1 week in advance. Any bet made must be sports related and relevant. Each person must agree to the bet 1 week in advance and the bet must be even. All bets must also be closely wagered. As soon as the terms of the bet are met all rosters must be updated ASAP.
League Activity[/color]
A league activity poll will be taken if it is felt activity is low. Teams will have 48 hours to respond. If a team does not respond, the team will be issued a warning. If there is no further response within a week, we will began searching for a new manager. If there is an instance where you will be absent for an extend period of time (vacation, emergency, etc.) please let us know and we will avoid any potential issues.
